Stardraw Design 7.4 does not have a dedicated Save as PDF menu option. To produce a PDF, use File › Print and select a PDF printer from the printer list — for example Microsoft Print to PDF or Adobe PDF if Adobe Acrobat is installed.

This works for all drawing types: Block Schematics, Rack Layouts, Pictorial Schematics, Panel Layouts, and Plan Views.
